What Semiase was saying about recordings and escort beam seem like a sublime threat addressed to the group members, intended to direct them to act as what Pleiarens want them to. A sublime threat is tactically better than a spell like the one Elsi got (see http://futureofmankind.co.uk/Billy_Meier/Contact_Report_124, Line 62-65). Ethically Elsi does not have to be responsible for her departure to America, since her action did not come from her own decision. While she was being under Pleiarens's spell her action was just a manifestation of Pleiaren's decision based on Pleiarens's consideration. If anything goes wrong with Elsi in his travel to America, the Pleiarens bear the responsibility to explain it to mister Billy. The case is different with the group members sublimely threated by Semiase. They were not being under any spell. They still have liberties to accept or to refuse Pleiarens's directives. So ethically the threated group members have to be responsible for their decisions related to the mission, eventhough they are also based on Pleiarens's consideration imbued with Pleiarens's interpretations of the data they got from their surveillance system. If anything goes wrong with the group members, they themselves should be responsible to explain it to mister Billy. It seems that simple to me, but, heck, maybe it is just because I do not notice its complexity.
